WASHINGTON, March 29 -- The Senate Small Business and Entrepreneurship Committee released the following testimony by David Rothzeid, principal of investments at Shield Capital, from a March 5, 2025, hearing entitled "Golden Age of American Innovation: Reforming SBIR-STTR for the 21st Century." SBIR is the Small Business Innovation Research Program and STTR is the Small Business Technology Transfer Program.
