FRANKFORT, Kentucky, Jan. 15 -- The Kentucky Public Service Commission (PSC) has approved the Garrison-Quincy-KY-O-Heights Water District's request to use $32,070.80 from a water loss surcharge fund to purchase and install a 6-inch By-Pass/Master Meter Set.
